Surrey County Council has issued the following Temporary Traffic Order for Thames Ditton - Weston Green roads affected by the Hampton Court Half Marathon on Sunday 18 February, as shown on the course map below.

HAMPTON COURT HALF MARATHON
(TEMPORARY TRAFFIC MEASURES) ORDER 2018
SURREY COUNTY COUNCIL propose to make the above mentioned Temporary Order, pursuant to Sections 16A and 16B of the Road Traffic Regulation Act 1984 (“the Act”), the effect of which will be to make the following temporary road traffic provisions: -
1) Prohibit all vehicles from entering or proceeding along the lengths of roads specified in the First Schedule to this Notice or any parts thereof. Such restriction shall also apply in relation to the riding, leading or driving of horses or any other animals;
2) Prohibit vehicles from stopping or remaining at rest on the lengths of roads specified in the Second Schedule to this Notice, (anticipated to be in force between 08.15 hrs and 10.00 hrs);
3) Prohibit vehicles from making a left turn from Hampton Court Way (A309), East Molesey, into Summer Road (C160), Thames Ditton (anticipated to be in force between 09.15 hrs and 11.30 hrs), and into Weston Green Road (09.30 hrs to 10.30 hrs).
The Order is required to facilitate the holding of an on-road event, namely the Hampton Court Half Marathon 2018. Save as specified in this Notice, vehicular access to and from premises along the lengths of roads in the First Schedule to this Notice will not be permitted. The restrictions specified above will not apply to such vehicles being used in connection with the said event, or to anything done on the direction or with the permission of a police constable in uniform or any sign placed by Surrey Police. Emergency access will be maintained for the police, fire brigade and ambulance services and for organisations responsible for dealing with the loss of supplies of gas, electricity, water or electronic communications, to premises in the area and for the removal of any obstruction to traffic.
The Order will come into effect on 18 February 2018, for a period of one day, but the prohibitions will only be operative while the County Council, or an authorised person acting on its behalf, displays the relevant traffic signs, or are indicated by a police constable in uniform. It is anticipated that the closures will take effect from 08.15 hrs until 09.30 hrs, except the western arm of Giggs Hill Road, which will be closed from 07.00 hrs to 12.00 hrs and Embercourt Road, from 09.30 hrs to 11.00 hrs.
The Council are satisfied that, in order to avoid danger to persons or other traffic using the road to which this Order relates, and/or for preventing the likelihood of any such danger arising and for facilitating the passage of vehicular traffic on the road, vehicular access to premises situated in the roads specified in the First Schedule to this Notice, or accessible only therefrom, may be restricted, save for emergency access as indicated above. Access for pedestrians will be unaffected.
The Council are also satisfied, in accordance with subsection (3) of Section 16 of the Act, that the event to which the Order relates cannot be held otherwise than on a road. Such is the length and nature of the restrictions, the Council does not consider it practical to recommend alternative routes.

1. Hampton Court Way, Thames Ditton, from its junction with Embercourt Road to its junction with Portsmouth Road – west side only
2. Portsmouth Road (A307), Thames Ditton, from a point opposite its junction with Couchmore Avenue to its junction with Portsmouth Avenue – north side only
