Title: Planning note in Ashley Road cp

i don't understand the planning at Ashley Road car park re, the path - my understanding/quick read is that if there is no recreational advantage to the path then it reverts back to the owner.

I actually thought initially it was suggesting creating/reclaiming the path to station road but that was wishful thinking
