Mayor of London announces expansion of the Ultra-Low Emission Zone to cover all of Greater London, as of 29 August 2023
The expansion follows a public consultation earlier in the year (click here to read earlier article). For Elmbridge residents the ULEZ boundary will be very close. Car journeys to Hampton Court, Kingston, Surbiton, New Malden, Tolworth, Chessington and Heathrow would all involve entering the zone (see map below).
However, the charge (£12.50 per day) will, in general, only apply to petrol cars registered before 2006 and diesel cars registered before October 2015. More recent cars will comply with the ULEZ standard. You can check whether your car is compliant by visiting:

During the consultation, Elmbridge Borough Council had written to the Mayor of London outlining concerns of Elmbridge residents living close the the expanded ULEZ boundary, and suggesting improvements which would make the scheme more acceptable (eg. extending the car scrappage scheme to help residents upgrade). But the Council's concerns were largely ignored - see https://news.elmbridge.gov.uk/extending-the-ulez-elmbridge-responds# for Elmbridge's response to the announcement.
